Court Orders Investigation into Bird Deaths During Anti-Encroachment Drive (2025)

A heart-wrenching story of animal cruelty has unfolded in Lahore, and the Lahore High Court is stepping in to bring justice. The recent 'anti-encroachment' operation, which targeted a bird market, has left many animals and birds dead, sparking outrage and a legal battle.

The court, led by Justice Shehram Sarwar Chaudhry, has taken a bold step by directing the Punjab livestock department to address this issue. A public interest petition, filed by an NGO representing renowned Urdu poet Shohrat Bokhari and his wife Farkhanda Bokhari, has brought this tragedy to light.

Barrister Maqsooma Zahra Bokhari, representing the petitioners, argued passionately that the Lahore Development Authority (LDA) conducted an inhumane demolition, resulting in the senseless loss of animal lives. She highlighted how the LDA's bulldozers claimed the lives of numerous innocent creatures, and the desperate attempts by animal lovers to rescue those in hiding were futile due to the authorities sealing off the market area.

"The authorities had a moral, ethical, and legal obligation to ensure the safety of these animals before proceeding with the operation," Bokhari asserted. She further requested the court to declare the animal deaths during the operation as unlawful, citing the Prevention of Cruelty to Animals Act 1890 and relevant constitutional provisions.

But here's where it gets controversial: Bokhari also asked the court to prevent the authorities from removing the rubble, suggesting an inquiry into the killings. Justice Chaudhry, after carefully considering the arguments, disposed of the petition and instructed the livestock department to treat it as an application, giving them four weeks to decide on this matter.
